(1) If any member feels that the Speaker or the Deputy Speaker has not behaved in a manner appropriate to his/her position, the Secretary General shall receive the support of one-fourth of the total number of members of the House of Representatives and submit a resolution as per Clause (c) of Article 91 of the Constitution of Nepal. or in his absence, should be given to the secretary.
(2) After receiving the proposal according to sub-rule (1), the secretary shall submit the proposal to the Deputy Speaker if it is against the Speaker, to the Speaker if it is against the Deputy Speaker, and to the Speaker and the Deputy Speaker if it is received simultaneously, to the senior member nominated to preside over the meeting in accordance with Rule 10 . The day and time will be set so that the meeting will be discussed within seven days from the date of registration of such proposal.
(3) At least one day before the date of discussion on the proposal under sub-rule (1) at the meeting, a copy of the proposal will be distributed to all members.
